Same way it happens here, presumably. A jeet sets up a "school" for truck drivers and then funnels dozens of fellow jeets through it before the few proper authorities can take action against it. That school then disappears and another appears under a different name. This is the same story for actual trucking companies as well, a jeet sets up a trucking company, hires a bunch of fellow jeets he knows damn well don't have a legitimate license, and if any of those drivers cause a serious problem that company disappears and reappears under a different name faster than you can blink.

It's basically all jeets. The chinks have their own issues, but by and large they don't turn to serious crimes, mostly shit like stealing all the fucking clams off the beaches and finding ways to never pay tax. Jeets smuggle drugs, guns and people up from the US, attempt to extort businesses once their population reaches a critical mass, steal cars to deliver to their fellow jeets working at the shipyards, form gangs so we get wars between the Shitpoo Gang and the Pooshit gang, etc. One jeet is too much.
