My ass would instantly roll up a character (either playable, semi-playable, or npc) that completes the comedy duo and reflects the rules of the world. This character could become their love interest (meet-cute), their corrupting foil (angel meets devil), they are unfortunate anti-matter (the roommates), or it's a jealous fascination (eternal rivals). They come together because of one shared element of the world. This might just be proximity, but would be better if it was a rule of the world that raises another question, "are there other acceptable elements of coexistence".
