You will be hard pressed to find propaganda in most forms of shamanism. It is when religion got tied to a lengthy moral code and backed by the state is when it became part of a propaganda outlet. Even Christianity, Buddhism and Sikhism are examples of religions that got away from state backed religion of their time. But even then they got political to an extent because politics followed them once they either got into power or weren't left alone before getting into power. Kind of hard to get away from politics when you got a new moral code and criticize the old religions you spun off of.
