This is fun. Technically by PUBLIC LAW 93-344-JULY 12, 1974, Congress, because it failed to pass a budget, is in violation of US Laws.
They are either incompetent, or derelict. and they have failed Legal Orders to have a completed concurrent resolution by September 25th.
Now, and I am just into this, I don't yet see a punishment if they are not completed, but then, it is their entire oath to uphold the laws and order of the US to the best of their abilities, and they've taken VACATIONS since September 25th.

Now, considering that By Intention the Congress has avoided its duties, defacto creating condtions where PUBLIC LAW 93-344 cannot be completed by any other office, then PUBLIC LAW 93-344 is defunct, and the President may return to Constitutional and Historical understandings of Budgeting, and Immediately Impound and Expend as Necessary and Proper to Maintain Orderly Government, to include Demanding of Treasury such funds it has available to complete Constitutionally Ordered and Necessary spending.

All attempts to uphold PUBLIC LAW 93-344 being defacto nullified by the body which created said.
