It kind of makes me wonder if this is also the reason why Gundam IBO has not been added into Y. There might have been an NDA stipulation of that Tekkadan has to lose in the end against Rustal's forces. In SD Gundam G Generation Cross Rays of IBO's final mission, Tekkadan still loses in the end, even if you defeat all enemies on the map.
