Yura is probably only decent as a combatant. Hes clealry a very good planner and leader, but his fighting skill is just okey and its showing in this fight with a bunch of elites, hes barely support.
I think hes rather rusty, he only just came out from a 3 year break during which he was fully consumed on breaking the seal on magatsumi. And the fact that he didnt attend the raid on the rokuhira household kind of tells us he is at best mid level among the hishaku, even at his best.
