Perona is a character from One Piece.
She ate a Devil Fruit that allows her to create ghosts that drain your will to live if you touch them, plus they can also explode for some reason.

In one of the games she can create a ghost bomb capable of creating building sized explosions.
As for speed she would scale to Ussop, Sanji and Zoro from the Thriller Bark saga. (Her ghosts had no problem chasing after them)
VSBW has her at faster than light but I find this to be egregious (there's no way for any of the pre time skip Mugiwara to be FTL) at worst she would be faster than bullets, maybe even hypersonic because at that point Zoro and Sanji should be around that level of speed at the time.
On her own however she's just as fast as an average human.

Her powers consist of mainly manipulating ghosts she can create to drain willpower. If a ghost moves through someone's body they will lose their will to live and become too depressed to even move or fight back.
Additionally she can create smaller ghosts that can fly around and explode, and even leave her own body creating a intangible copy of herself to moy around and fight. But doing this leaves her physical body unconscious and vulnerable.
The ghosts (and her own astral projection) can change size at will and move through walls and people.
Her main weakness is that her powers don't work on people who are already depressed, negative, or have weak willpower to begin with.
