In the old days, you would have to be banishd by the Emperor to go up north.
Or he would send unruly generals up north to guard that ffrozen hellscape so they would be far away when plotting their rebellions against him.

They alo have many litterature stories of generals who were stationed in those far away outposts, they all become villains who plot against the system bcaus they want to return back to civilisation.
