oh nvm I see it's something that has to be enabled on a per bone basis, I enabled it and re-imported it but no difference.

I'm afraid I probably didn't notice the fucked up arm for a while because I was focused on the face for a long time and I think the arm got fucked up like 200 edits ago so it's beyond saving.

here's a screenshot of the early stages before the arm got fucked, I had to manually move the boob to go over the arm lol
