Devils are a weird lot. Based on previous Devil behavior, I'm pretty sure Yoru thinks she's a really good friend to Asa. It sounds unbelievable but that's how a Devil's mind has been depicted to work.
From Yoru's perspective, not killing Asa over a crossed word shows that she has the patience of a saint. She probably thinks Asa is really ungrateful for lashing out at her, as she's done nothing wrong apart from blasting away some human scum, which is what Devil's are supposed to do anyway.

/csm "scholars" thought that Asa meant Denji when she talked about unpleasant things. But it's obvious she meant Yoru. She tried to ignore Yoru until it was no longer possible.
It was sort of a plot convenient thing for Fujimoto to do, in order to let Yoru have her arc until her brains get blown out.
It's hard to say what exactly happens here but I do think that Yoru's character will be the best most affected as she made (or refused to make) the decision.
