Because of 1. canon status and 2. enough of it lines up that it makes sense and most people don't even question it, especially when the game itself is backing the theory up.
Consider the following: Most people here treat Rodger and Toodles as being a father/daughter duo when they're not actually blood related nor is he her father. She does look up to him though. This also applies to Teagan and Glisten being extended parts of the Rodger familial unit.
