Yakumo felt right with her long range attacks, but everyone knows how devastating she could be. After all Mira claimed she could level the entirety of Yokohama. I guess is, while not technically a chief anymore, it's granny Ryu. Tobera knows her the best and many newbies could be underestimating her due to her age. We also never got so see the full extend of her power and she's the perfect candidate to die in the assault.
