You are really underestimating the utility that a free tutor card has on top of all the other bonuses it provides. Not to mention this is quite universal while vulture doesn't work at all with some teams.
I could also have even evolved vulture through a godly epiphany but I chose to copy rally simply because the god epiphany rng is very real, some of them are barely even useful at all.
This was a REALLY good rally epiphany, the best I have seen so far. So I just chose to maximize that instead of gambling on a decent one for vulture.
