Clothing donations typically go through multiple hands before they get to the third world. Very unlikely a real Prada shirt would get that far.
In well off US communities, the first stop is usually fancy thrift shops who would sort and easily pick out any of the designer goods to resell and then ship off the leftovers to the next stop. Large pallets of clothes are sorted and whatever is not valuable is then sold by the pound to the third world, whos managers also pick out the good stuff by their standards to resell.
The middle east and africa is the last stop.
I know this because I literally worked in a fancy thrift store in the US and got payed to sort. Employees got the first dibs.
