Idk what agency the Caprices in the front with the Edge lightbars were. They're not LAPD, CHP or LASD. They look a lot like CHP cars but they have 6 pointed stars with no text and CHP didn't use Edge lightbars.

The cars at the back were too blurry to properly make out and you also can't make out if the Crown vics have grilles or not. The ones with the grilles came out in 1994 (when the chase happened) so it's unlikely
