Just tested it. Fuck this stupid game. You'd think "The effects of this basic attack is changed to..." would mean the attack was actually CHANGED. That said it does help her damage output so whatever.
Still better to prioritize HP since 10% of 2191 base HP is bigger than 10% of 696 base Atk, even with a 300-350 Atk Weapon.
