Reroll until you have a at least 3LB Kitasan... is what I would say if it were her banner right now, definitely not a good time for rerolling. You wanna play now, 80% of your carats go into support cards if you want a decent success rate. The welfare Umas are just as viable as the 3 stars and tend to actually have some of the better stories in the game. Finish up all your special missions asap so you get the guaranteed 3 star and SSR tickets.
Don't use your selector ticket until after you exhausted your spare carats and random tickets so you don't end up like the poor sap whose only 3 stars are Taiki and Special Week because he kept getting dupes of them. Oguri Cap is your best choice for the selector if you don't get her already. After that I guess would be Symboli Rudolph and then the rest are all equally viable except for Rice whose career will drive you batty. I suppose Special week would be a decent candidate too since she'll have extra compatibility with 3 of your welfare Umas.
Also, get into a club by the 14th otherwise you won't get the monthly carat rations.
