Not him but it's true. You can just stand next to the grunts on the battle barge and see that they're a different shade of blue. The difference isn't huge or anything but there is a difference.

Here's a direct comparison pic. On the left is a custom operator using mcragge blue, on the right is a story npc. You can see the right one is a bit more saturated and less purple-ish. The difference is even more noticable with the victrix dude, he's a deeper blue than anyone else I think.
