I think the kid they caught was set up and wasn't made aware of another shooter. I think its entirely possible the grooming from the official narrative is correct, but the kid went out to take his shot on the rooftop and the shot was taken before he could pull the trigger. Bang. He's the patsy. He freaks out and runs off, the diversions do their job, and the real shooter fucks off on that jet. Maybe the kid is so amped up that he's delusional and thinks he did it after the fact.

I'm strongly leaning on this. It's the perfect plan to set up a patsy regardless of how they react.
