I don't think the story ever did properly depict how bad society and heroes were supposed to be. Like every hero was kind, caring, or at least willing to sacrifice themselves for random strangers. The citizens were passive naggers, but that's pretty much every society and extends well beyond the scope of heroes. There's also the hero not-cia but that's already a general issue with government agencies and whatnot beyond heroes too. The only group that brought up legit complaints among a quirked society and its governance were the MLA but they had to immediately be turned into fodder and their message diluted by being draconian might makes right types. In the end almost none of this really mattered because like 90% of the major bad shit was caused by one guy being an asshole
