She's still pretty busty for her size in the main story, but if I'm remembering correctly, the devs said that Summer Justi is explicitly more busty than Story Justi, since she was actually able to eat to her heart's content in the summer world and reach her full potential. I'm pretty sure she is one of like 4 characters that have alternate breasts sizes between costumes.
