Yeah, welfare for illegals is being cut even if they aren't taking funding from States that use their own money on them, I guess. Also, temporary visa immigrants will no longer be able to use Medicaid or SNAP benefits.

"Certain transactions" are remittances. It's a matter of how you define it. You probably don't want the remittance tax to include any transaction crossing a border because then it gets too involved with tariffs etc. and every modification to the remittance tax changes our universal tariff as well, and you also don't want the govt taxing every single transaction you make when you aren't in the USA either. At present, the BBB-proposed tax provides exemptions for when US bank accounts, credit cards, and debit cards are used to make purchases outside the USA. The intention is to make sure foreigners working in the US (or collecting welfare) can't send that money to support their families in foreign countries. This is pretty fair.
