Most likely we won't fight Surt at all, assuming we even see him again. His armor already gets used as a model for a boss fight so he's more like an NPC, he doesn't seem to have any motivation other than "unga bunga fight stuff become strong" and is completely removed from all the other major forces in the story. Plus, I wouldn't put it past Hoyo to dindu him by revealing he wasn't actually going to kill all of Skirk's friends, he's just a tough teacher and wants a worthy successor or some shit.
