It's hard to say for sure with nothing but a minidungeon, but it doesn't seem like cumulative stats have any noticeable cap this time? If so, you can get a really powerful rookie. You'll still be gimped, but theyll at least be usable if there's really no cap.
Also there's an agent skill that buffs rookies too, and champions.
