They also stopped having antagonist who were under 17 around the time of iX. Shiron is an exception, but he wasn't really much of a villain anyway. I don't know if they felt bad over GV2 or something since most of Eden, both the Grimoire Seven and grunts, were young as fuck to match with the Neverland fairytale vibe.
