So I'm looking to make a recurring villain that is more of a nuisance than a looming threat. Someone I can throw at my players with schemes and mischief without resulting in deaths of innocents during breaks from the main story. Maybe even be turned into an ally later down the line against the BBEG since he's more misguided than full on evil. Problem I'm running into is how would I frame it that killing him is the wrong call to players without railroading them.
