Because for me, characters don't seem people, just ideas, something abstract. So for me it has no sense to humanize them,for me would be a mistake. Anime was short because it was not needed to flesh them out and give them a real personality other than being the contrast of another girl.
When a character ends making their point they just become part of the fanservice or portrayed as something simpler. That happened to Kyouko and Mami in rebellion. In the end we still have the main conflict between Madoka and Homura ideas in Kaiten.
