In the real world, lots of things have meaning. Words always have meaning. A glance or gesture often has meaning. Intentional action has a purpose, or meaning. This is all just language, not getting into OR yet.

In OR, the cycle of reincarnation causes souls to build up capital-m Meaning over time. This is sometimes likened to godhood exp, but it's not really a new definition of the word -- Meaning is just a specific kind of meaning (definitions 2 and 3) that souls can only gain through experience. JNPL's purpose is to govern Providence, SRTR's purpose is to govern Fate, YMRD's purpose is to govern Chance, and 0^0's usurpation amounts to a false claim that she has the purpose of governing over Causality. These Meanings are all meanings in the definition 2 sense of the word.

Words exist on their own. In OR, they're literally part of the metaphysics, and in the real world, they're an idea shared between people, so they exist beyond the individual. Either way, they exist even if they haren't spoken. Speaking words, though, turns them into a message, and messages have meaning (definition 1 always, 2 through 4 sometimes).

This meaning of spoken words is a property of the spoken words. The person speaking them matters; only they truly know their intention (1a), and implication (3) often requires context associated with the speaker to understand, but at the end of the day, once you say or write something, you've said or written it. It has its own existence now, beyond you.
