There's the evolutionary aspect involved here wherein babies look super cute due to features such as big eyes for their head size. This helps improve their survival chances because human monkey like cute things.
There is also a psychological aspect called "parent-child attachment/bonding" at play where spending time with your new kid releases dopamine/serotonin/other "happiness" hormones and thus ensure that you'll want to take care of your child until they are able to take care of themselves.
Also there's the basic human aspect where your child is now your lineage, they are happy to see you, and they love you.
Kids can be hard work but far from all the time. If the parents are normal then they'll enjoy many moments like this with their kids.
