Nagash is my favorite for being such a fun character. Honestly, for many factions, characters are what drive it. It's why something like Blood Angels will outdo Iron Hands. Mephiston, Lemartes, Dante to just name 3.
The undead have so many fun characters that date back eons now. Mannfred, Arkhan, Neferata, Ushoran, etc. All of them have massive egos that can back it up often, and just have a massive presence.
The funny part about Nagash is, for as evil and egomaniacal as he is, his plan really would end the threat of chaos. It's just that it would kill everything else in the process leaving only him. It's why the Necroquake was such a fun story. He was an inch away from complete victory, and the rats hilariously muck it up again.
Besides being a bad guy, it's why you can't let him win with a black pyramid, it's actually an end game move.
