You're right that I am in the process of drafting an actual BUSTY Act. On the other hand, I know that promoting it is important to make it happen, perhaps moreso than actually writing it. After all, I know that me writing a bill in my office does nothing to bring it to passage, but a person writing a bill in Congress can make it happen. Thus, the meme will develop into a full proposal even if I do nothing, so long as I sufficiently generate demand for it.
