No, it was a mistake, Midgar, a relatively short chapter of the original was stretched into a 40hr game. From a financial standpoint Square thought they would have triple the sales but in reality most people who asked for a FF7 remake got their fill with the first game, those who didn't care that much skipped it and are waiting for the whole trilogy to come out, plus generally speaking the hype died after FF7R. It might have been a better for Square to release a full game then add content and DLC and milk it for years with ports, re-releases and Directors Cut Editions. And splitting the game like that makes it more intimidating for zoomers and normies to get into.
