Best I can do, wish I still had Foreflight since it shows things a lot clearer. Basically though they don't need to run ADS-B as long as they stay out of the areas with reddish outlines and don't go over 10k ft.
Technically your plane doesn't even need ADS-B installed if you never fly into controlled airspace, and you see that in some cases with bush pilots or people who have vintage airplanes based at uncontrolled airports or whatever, but most people do install it since it's pretty limiting not being able to fly into bigger cities etc.
Disclaimer that I might be a little off on specifics since I did PPL ground school 6 years ago and then covid killed flight school for me and I haven't been up since so stuff's getting hazy.
