13 is just the minimum federal, it is actually 16 for when there is no power gap (so basically when teens have sex) and 18 as general rule.
Just like the minimum age of marriage in USA is 0 but the youngest girls married in USA in the last decades were actually 10 years olds, just because the minimum is zero don’t expect to be able to actually marry a baby.
