PAIMON is just a back-up copy of PHANES (who himself may be an invention of Nibelung who overthrew the Heavenly Father as a rogue AI) yet she doesn't remember it due to a lock imposed on her (much like Ineffa couldn't remember who she was). Phanes is corrupted so he created Paimon as a backup with all the knowledge and sequenced genome of every living being on Teyvat (this being memories), Paimon is to Phanes what the Dragon Sovereign AIs were to the Dragon civilization. In a sense she herself is an Atlas, the Atlas of the current world.
