Out past the MKAD (boonies), mobile net runs on a schedule:

Weekdays: 09:00-20:00 normal. 20:00-09:00 = Kwangmyong mode (whitelist: Yandex, Avito, gov stuff) at dial-up speeds.

Weekends: either Kwangmyong all day, or they choke it to dial-up, yet Yandex speedtest still says “fast.” Sometimes they flip normal speeds on for ~30 minutes, then back off.

Why are carriers charging full price? If the service is only partial, users should pay partial.
