They did this in the 99% white suburbs, unironically. Orland Park is probably the most egregious example. Turned a 91% white suburb into 80% in less than 20 years. Black population went from less than 0.8% to 3.4%.

All from Barack Obama implementing Section 8 housing there. There's literally no other reason. Crime rate also increased, because of course.
