You're correct. I'd just specify that it's in the face of a *perceived* undefeatable power. That's actually why they went so absurd with their propaganda. People feel most defeated when they believe everybody else believes the most absurd shit, and it's demoralizing to have to publicly express agreement with it when you don't.

People have complained that media has become too atomized, but it's for the best, it's more resilient. With just three TV stations, propaganda was easy to pump out. Just get those three stations going, and everybody will assume theres a consensus and even talk about it. Now, with many more sources, it's more resilient, since there is no way to flood the zone with millions of outlets, whether written, audio, or video. It's not a coincidence that people started noticing the lies and propaganda more when anybody with a smartphone can start streaming anytime anywhere
