This is the kiddie version of the classic Yakuza plot: the old, died in the wool, "man of the people" Yakuza represented by "Oyabun" versus the younger, sleezer, more corporate real estate mogul Yakuza represented by Yuukari.

They don't out right call either of them that, though. But it's kind of super obvious: Oyabun is fucking called Oyabun. He takes in Pandamon, who pledges his fealty to him with the sharing of sake cups. The old man dresses super traditionally, has a giant traditional mansion (it's like 1/3 the size of the little town). He's talked about as being the "guardian deity" of the place when he was younger.

Meanwhile, Yuukari has the scummy, open collar, business suit look. The gaudy office. He runs a gang (The Koala-kai) that's beating people up and destroying property so he can take over for redevelopment. I wouldn't at all be surprised if he turns out to be the old man's kid or grand kid either.
