You already mentioned innocent girls being kidnapped and thrown in there thanks to corruption, but my fav is when the girls are genuinely crazy.
For falsely imprisoned girls, a new staff member might do some digging or somebody on the outside who misses them might find out. But a serial killer or arsonist? Nah, they're way too dangerous to be ever be left free and unmonitored for any reason, a life of four padded walls is what they deserve and nobody will think twice about it.

they do massages and move the bodies around to prevent clot in old peoples home and hospitals, I think tickling might work?
