With Chainscaling we can somehow link her to Nekomaru and Akane so building level, and for her durability we do the same but scaling her to Teruteru who in his execution survived a bunch of missiles hitting him so she would actually have large building level durability (don't think too much about this)
For her speed she chain scales to Mukuro so...

She has some scaling from that one Killer Killer manga that puts her at Building level if remember correctly. But for the whole maximum 0 logic wank we need to look at Danganronpa IF, because in there she is capable of fighting hordes of Monokuma robots, the same kind of robots Komaru fights in Zettai Zetsubou Shoujo and the same Monokuma that could go blow for blow against Sakura, both of these chicks have Relativistic speed feats (Sakura has a technique that somehow gets her to move in a % of the speed of light or something, and Komaru dodged a electromagnetic wave from her hacking gun I believe)
No Town level scaling because Komaru needs outside help for that.
So Peko and Mukuro end up with Building level AP, Large building durability (Mukuro scales to Peko here) and relativistic speeds (Peko scales to Mukuro here)
