why didn't snipe have a bigger role?
Several villains aren't exactly bullet-proof. He can fire bullets, and hell, any projectile, with a range of 600 meters. He doesn't have to kill, and he probably wouldn't, since horikoshi is a hack and all that, but surely he could stun enemies? Maybe even top tier villains?
