All companies of relevant size in China are required to do as the CCP demands and have party members on their boards. They have absolutely no choice in the matter.

That's not exactly true, since China has absolute control over their country, in a way that other, foreign countries don't. It doesn't matter to them if Arknights is propagandistic, since they can filter their social media through AI to either remove any content that goes against the CCP, or just go and arrest anyone posting it.
It's entirely sensible for them to push propaganda, since they've already gone through the process and know how to stop it in the present and future. Other, foreign countries, where people still believe in freedom, don't.
