It's actually not a BAD game, the gameplay's pretty fun and the heist mechanics are generally tons better than PD2's mess of spaghetti code and patchworks... But holy shit the game is far from what it should've been, especially considering the studio had a fucking decade+ of experience from PD2 to draw upon.
