There is a very clear difference. Students need Sensei for various reasons, often times things they cannot solve themselves. But Hoshino willingly puts herself and others in trouble by falling to the most obvious schemes. And she's done it twice.

It all comes down to the fact that Hoshino is mentally ill. She WANTS to have a tragic end but wants to paint it as a heroic sacrifice she does for others.
