These sacrificial lambs are meant for edgy/hipster "muh for you" players that don't like the main push of the update or are wealthy enough to top-up every month without a care in the world. They exist so there isn't a void between the main push banners. Meanwhile, the real dedicated players invested into the game save for the meaningful units Hoyo is screaming for you to get instead.
