Firefly got four and she was front and center minute one in penacony all the way up until the end of it. Firefly's team was also BiS for the entirety of the patch and all mechanics were designated to shill her.

Seed came out of nowhere storywise, her team is good on one boss and she's already getting sidelined by a buffed character on the patch after she comes out. Not to mention seed just disappears next story patch unlike firefly so of course a filler character wasn't going to have the same impact as the big shilled character of HSR 2.x
