Elder Scrolls bros, Skyrim 2 has been in full development for two years... what does that mean?

Fallout 76 and Starfield pushed Elder Scrolls 6 back by years. Fallout 76 should have been outsourced like ESO was and Starfield should've been given low priority, as an experiment. It feels like BGS wasted 10 years on unecessary projects that led them nowhere.
Nobody liked Starfield, nobody played its DLC, nobody wants its second expansion.
Skyrim came out FOURTEEN years ago.
It was at concept art stage in 2018 and only started full production in 2023.

We're so fucked.
