It was meat from the local meat plant, if I remember correctly.
Well, not meat, but "meat waste", so to speak.
Not sure why it was just randomly dumped (might have been because it was hot, and it was stinking up the truck, and nobody is gonna fucking turn on refrigeration for "meat waste"), but pretty sure that's what it was.
