The fact that you can boil down ethics to an equation means you could instead program the AGI to maximize citizen satisfaction the most efficiently so they can be more productive, for it to run the supply chain with no waste perfectly on time, for it to route services and solve emergencies instantly or outright prevent them from happening. Registering every resident into a database and logging everything about them could be use to find dissidents and disappear them but it just as easily could be used to put them into the most suitable career path and social circle to maximize their life.
